NZ Post non insurance payout

I posted an item to a client through NZ Post on 24 July 2015. The item was antique (I was not advised I could not send an antique item). I advised the clerk that the item was worth $495.00 but as insurance and packing would be $92.00 and my client only gave me $20.00 we settled for $250.00 cover as she said it was well packed and it was unlikely they would lose it.

It arrived at clients broken in three bits and as it was metal it must have been dropped from a big height as no damage to the box.

They advised for insurance purposes they would pick up to assess the claim. They have advised that pick up was cancelled (when I asked why a week later it was still there) as item was worth more than insurance and so they wont pay anything? The teller did not advise this at all. I initially said I wanted my $495.00 as I believe it was negligent that a metal items could break if not dropped. NZ Post wont even pay me the cover that I had paid of $250.00. I do not understand why? Seems very dishonest.
